You can find over 40,000 free ringtones at matrixm.com . They have a subscription service as well. The quality is not that high, but with mobile speakers not being hi-def anyway, should sound perfectly fine on your mobile.
They are mostly in WAV, MP3 (Realtones), Polyphonic or Monophonic formats. Something for everyone!

I've found www.tuneusin.com , which offers some great free tones to download and also a wap service for download via your BlackBerry. It would quite possibly work on other phones as well. The quality of the tones are good.
They also have a conversion facility for ringtones that you upload, as well as a big selection of free wallpapers to download. Lemme know what you think!
Mobiles24.com offers free mp3 and midi downloads on a credit system. I asume you get credits when you upload your tones to their system, but you have about 30 free credits on regsitration, so it seems pretty cool. You can also download to your PC or via their WAP interface. They seem to have a good selection there.
Check out IWFR.net for 10 free polyphonic tones daily. They come in midi format, so should work on most mobile phones. Unfortunately it's only 10 a day, but you can probably build up a nice midi database by checking back daily.
I recently found another cool site with reasonable amount of free mp3's to use for ringtones. Check out www.tuneusin.com. They have all kinds of tones in mp3 format like R&B, Hip Hop, Latin, Reggae, Country, Theme Songs, Sound Effects and much more. I especially like the 2001 Space Oddessey theme song :-)

I have completed the second tutorial in the 3 part series on how to produce Nokia AMR ringtones. It's available on the ringtone producer website. I've created 2 different realtones to download in AMR-WB format. They are both full songs I produced myself, even though I cut them to ringtone size. Let me know what you think!

I found a cool new site called TonePimp (another pimp site ;-). There are 17,000 plus free ringtones and you can share your own ringtones for download there. Remember to also check out the new ringtone producer site!

I recently noticed Anime Online which promotes free anime ringtones for T-Mobile, Sprint and Cingular users, but it also ends up being a subscription service. They do warn you, but I'm sure many people don't realise that they're getting into a subscription contract.
Just be sure to always read the terms and conditions when signing up for 'free ringtones'.
